About the Webinar:

Throughout Africa and the Middle East, governments and the private sector have a long history of collaborating to carry out energy, infrastructure and construction projects. The PPP model has pros and cons, particularly where these jurisdictions tend to deal with uncodified or other clear legal PPP frameworks in place. This session will explore trends and themes in the approach to such projects while exploring whether PPP remains a suitable model, even in whatever form it takes on the ground.

Speakers:

BOMA ALABI is a founding partner of Primera Africa Legal, the ALFA International member firm in Nigeria. Her experience in Corporate Commercial practice spans approximately 30 years. In addition to being an experienced Arbitrator and accredited Civil and Commercial Mediator, Boma specializes in International Tax Law, Maritime Law, Mergers & Acquisitions and Capital Market Transactions. She has advised on some of Nigeria’s leading commercial deals in various sectors, including Real Estate and Infrastructure, Manufacturing, Banking, Hospitality, Telecommunications, Maritime, Energy, Project Funding and Development.

PAULA BOAST is head of Construction Engineering & Projects at Charles Russell Speechlys, the ALFA International member firm in Bahrain. She has been based in the Middle East region since 2006 and specializes in construction projects including Bahrain, Qatar, UAE, Kuwait, Oman, and Saudi Arabia. Her extensive experience includes Real Estate and Development, Regeneration, Infrastructure and Utilities, Energy and Renewables, Oil and Gas, Hotels, Leisure and Tourism, Residential, Industrial and Commercial, Education, Sports and Healthcare. She works across both the private and public sectors. Paula acts on behalf of government and regulatory clients, including Governmental Ministries of Public Works, project funders, employers and developers, lenders and investors, contractors, subcontractors and consultants. Iconic projects that Paula has worked on include Al, Dur PWP, BapCo Modernization Project, Saadiyat Island, Bid Bid Sur Highway, King Abdullah Financial District Riyadh, Shangri-La Oman, Bahrain National Assembly, Durrat Al Bahrain, Doha Convention Center, Bahrain Bay to include Four Seasons Hotel, Riffa Views, Diyar Al Muharraq, Bahrain International Airport, King Abdullah Medical City, Education City Doha, Lusail Doha, Investment Gateway Bahrain, California Land Dubai. Paula also assisted the Bahrain Ministry of Works in the drafting and publication to market of its first ever Standard Suite of Construction Contracts (2009 Edition) based on FIDIC forms. She is a faculty advocacy member for ROAP DELOS, a Singapore-accredited mediator with the Bahrain Chamber for Dispute Resolution, as well as the vice chair of the British Chamber of Commerce Bahrain.

MUHAMMAD FOUAD AMER is a senior consultant at Al-Hamad Legal Group, the ALFA International member firm in Egypt. Before joining the firm, Muhammad worked as an in-house legal advisor and board secretary in a number of public shareholding companies, where he developed his skills as a corporate lawyer. Through his practice, he gained vast experience in the field of companies’ law and capital market regulations. Muhammad was co-head of the firm’s team dedicated to the Kuwait Authority for Partnership Projects and has worked on all the different phases of PPP projects under Kuwaiti, Omani and Jordanian law, starting from the Expression of Interests until financial closing and in a few matters, public offering of the Project Company shares to Kuwaiti citizens. Muhammad also has experience with mergers and acquisitions and due diligence.

ISAAC ABURAM LARTEY is a senior associate with Sam Okudzeto & Associates, the ALFA International member firm in Ghana, where he focuses on litigation and dispute resolution. He has experience in property and commercial disputes, particularly in the Manufacturing, Real Estate and Construction sectors. His recent work for the firm includes advising the architects of a major construction project for a government agency in Ghana on their rights under a FIDIC White Book Contract. Isaac has also worked with the International Arbitration and Construction and Engineering teams of Mayer Brown International LLP, London, as a secondee under the International Lawyers for Africa Secondment Programme (ILFA).
